I do not know much about this. I would date it from the 50ties and believe that the manufacturer is from Austria. I believe that the glitter foil was added later. It could be removed to show the metal tube or decorate in another style matching your needs.
A Niffin Tube is a clever switching device. By placing an item (say a red silk) into the tube, and closing the cap, the performer can exchange it for another item, let’s say a blue silk.
Interesting for the collector because of the metal work. No instructions, no silks supplied
