This effect is beautiful visual magic, it has been featured by many magicians.
The magician displays a large scarf with polka dots in different colors printed on both sides. He flicks the scarf in the air and the spots fall off the scarf which is now black on both sides. He takes some loose spots from his pocket and tosses them in the air, then flicks the scarf into the falling spots. The spots seemingly attach themselves onto the scarf, leaving it with spots on both sides, as it was at the start.
