This is an early version of Dinosaur Puppet by Axtell Expressions.
I believe it was called the Tetradactyl
It has bendable / adjustable metal rods inside the wings and a nice long tail. It is mostly blue with some black dots on the costume.
The collar can be attached by Velcro to the body if wanted, however you will need a small piece of Velcro.
It’s a hand puppet and could be operated with or without the Axtell Brid Arm Illusion (sold separately).
